In this series of metaphorical landscapes global capitalism stands accused of indifference and of culpability for human and environmental tragedies. In Exchange Control, its false promise is referred to by a cryptic depiction of the iconic towers of the City of London, seen receding from the viewer, who is surrounded by the chaos of makeshift shelters across the water.
