They wanted to build Submarines in first World War near me and started work on the complex. However War ended so it was abandoned. As a kid I played in its ruins,sadly it is now all bulldozed and built on
No Submarine was built, maybe the void is filled with imagination, the idea of a submarine with a Halo, illogically maybe fits into this.
